Scott Beamer

Scott Beamer has nearly 20 years of experience in security technology and has spent the past five years supporting federal government programs.  Scott has worked in over 30 US commercial airports supporting the design, fabrication, installation and operation of security technology and has specific expertise in advanced surveillance programs. For the last two years Scott has supported the Transportation Security Administration as a subject matter expert on security technology programs and provides strategic program management support on program alignments, transition management, and requirements development. 

David Harder

David Harder has more than 30 years of broad experience in government and private sector engineering, project management, and program management in command, control, communications, computers and intelligence (C4I), information technology, biometrics, electronic warfare, and security technology. In his last position with the federal government, Dave managed the Electronic Baggage Screening Program (EBSP) at the Transportation Security Administration. Prior to joining TSA, Dave spent 20 years in the private sector in engineering and information technology development and integration, including work with the Department of Defense, Department of Justice, the Federal Bureau of Investigation, the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco and Firearms, the Immigration and Naturalization Service, the World Bank, and various other organizations. Dave has certifications in project management with the Project Management Institute and program management with the Department of Homeland Security.

Dr. Rodger Dickey

Dr. Rodger Dickey has over 15 years experience in airport operations and management and 7 years in federal government management of transportation security equipment programs. From 2006-2008 Dr. Dickey served as the Deputy Assistant Administrator for Operational Process and Technology with the Transportation Security Administration (TSA). Prior to the creation of the TSA Dr. Dickey was a founding member of the Federal Aviation Administration Security Equipment Integrated Product Team (SEIPT), and led evaluations of the operational suitability and effectiveness for equipment, procedures, and personnel associated with the explosives detection program. Before joining the SEIPT as a federal employee in 1999 Dr. Dickey served at the Dallas/Fort Worth International Airport Board for 12 years in the Department of Public Safety (DPS) and for 3 years in the Administrative Services Division. Dr. Dickey brings a wealth of knowledge in federal government program management, specifically related to technology acquisition and deployment.

Cassie Beamer

Cassie Beamer has over eight years of experience in aviation industry stakeholder coordination and outreach. She spent three years with the Transportation Security Administration and the last several years providing consulting services for airports, airlines, corporations, and the federal government. For the last two years Cassie has supported the TSA in the Office of Industry Outreach, providing stakeholder support including creating strategic messaging and communication plans, facilitating funding negotiations, program and project coordination, and supporting TSA and other industry working groups. Her experience provides clients with a broad understanding of industry stakeholders and effective communication strategies.

Charlotte Swinson Peed

Charlotte Swinson Peed has over twenty years of aviation industry experience working with both public and private sector organizations.  While at the TSA, Charlotte worked in Aviation Operations as Deputy Area Director for the North Central Area.  She also served in the Transportation Sector Network Management Office as the Stakeholder Manager and Acting General Manager for Commercial Airports.  Most recently Charlotte served as the Manager of Industry Outreach in the TSA Office of Security Technology.  She was responsible for establishing and maintaining relationships with all  stakeholders, especially those within the aviation industry.  In this position she worked closely with the various program managers and helped to build and execute communications plans and provided strategic guidance.  She is recognized nationally for her ability to work closely with aviation industry partners. Prior to joining TSA, Charlotte worked at the Metropolitan Washington Airports Authority, she served as the Manager of Community Relations and as the Chief of Staff at Washington Dulles International Airport.  Charlotte's vast industry knowledge provides clients with a deep understanding of industry stakeholder perspectives and effective communication strategies to reach selected markets.

Jeff Brown

Jeff Brown has more than 30 years of public safety experience in South Florida working in for Port Everglades as the Director of Public Safety during his last 12 years of government service. Nationally recognized as a leader in maritime security, Jeff had provided congressional briefings and testimony before members of Congress in Washington and Tallahassee on matters of port operations and security. Jeff’s expert testimony and recommendations formed the foundation for "best security practices" in the cutting-edge port security statutes passed by the 2000 Florida Legislature. His experience in both law enforcement and fire services includes serving as a Chair of the Statewide port security committee for the Florida Seaport Transportation Development Council under Governor Bush.

Spike Silvernail

Spike Silvernail has nearly 20 years of experience and expertise in concept, design, production, and management of successful advertising and marketing projects. Spike has direct experience in both government and private sectors in art direction, project planning and management, and communications. Spike has supported clients in focused strategic marketing for specific projects or events as well complete rebranding of all corporate marketing pieces including branding, website, HR materials, business development pieces, and trade show booths. Spike brings a wealth of service to clients by understanding and developing the most effective tools and strategies to reach their target audience and tailoring solutions to the schedule, budget, and designed outcome.
